Resize for smaller devices does not have an effect on certain embed block variations

Description

When I toggle the Media Settings "Resize for smaller devices" on a YouTube embed, classes are added to the block wp-embed-aspect-16-9 wp-has-aspect-ratio but this doesn't happen for Soundcloud. The result is that the responsive toggle doesn't have any impact on a Soundcloud embed or Pocket Cast embed.

Step-by-step reproduction instructions

1. Add a SoundCloud Embed
2. Under Block > Media settings > toggle on "Resize for smaller devices"
3. No classes are added and block is not responsive in mobile
4. Observe steps 1-2 for a YouTube embed to see the difference
