What problem does this address?

The traditional list block has color customizations available in the block settings sidebar. The same options, however, do not exist for the page list block.

What is your proposed solution?

Expose options in the block settings menu to make block-level color customizations for the page list.

Adding to this, I think users would expect alignment and other formatting options in this block as well.
