Bug report - Broken Anchor Link

Description

Lesson plan's pattern template has "Lesson Wrap Up" section at the end that anchor links to Exercises and Assessment.
Lots of lesson plan's anchor links are not working. I've made a pull request to start. #1880

Step-by-step reproduction instructions

Below are some examples of broken anchor link lesson plans.

Examples of headings have lowercase IDs but anchor link is capitalized:

https://learn.wordpress.org/lesson-plan/anonymizing-information-in-the-browser/

Example of no IDs in headings:

Expected behaviour

1. Fix existing Lesson Wrap Up section Exercises and Assessment anchor links.
2. decide whether to keep capitalize anchor link or update to lowercase.

Actual behaviour

1. some lesson plan's anchor links are not working
2. pattern template title has no ID set for anchor link
