[FEATURE] Rework Migration Method

Issue: The method to migrate data is messy and can often error out and cause some things to get missed. We also often iterate through every single actor and item for every separate migration script unnecessarily.

Solution: The method of migration needs to be updated to better run through what needs to be migrated and be able to do it in one go through items and actors.
