Update README - pipelining and versioning steps

• Remove section about Snakemake now that the pipeline is in it's own repo
• Add a section about versioning of the registered package
  • include steps to get the new version registered, update the version on the repo, update IFTVERSION var for the pipeline

1. Update Project.toml with new version number
2. Use @JuliaRegistrator register in a comment in the commit for a new version number to get the Julia bot to send the version for review.
3. After the PR gets merged on Julia's registry, update new version tag in IFT repo
