Images and Instance Snapshots are indistinguishable

Ceilometer reports both instances snapshots and images as image and image.size metrics.

Technically instance snapshots ARE images, so this isn't a major issue. It might be desirable to keep them separate and there is potentially information in the resource metadata that would allow these two metrics to be distinguished from each other.
