Issue Description:
On dev, Advice tiles are popping when the setting is set to not have them. They cannot be opened with left-click. Can be dismissed with rightclick.

How To Reproduce:
With Show Suggestions and Show Reactive Advice checked off under Tutorial in Game options, see if advice tiles are popping at the top as game progresses.
