handle institution move from IL view #20

Think of a way to handle someone moving from one inst to another from the IL page.

One option:

On old inst page, add a button for "move to another inst." This goes to a page to select the new inst, which generates an approval request.
Move is not completed until new inst admin approves it.
Email should be sent to old inst admin to confirm person has been moved.
