Add TMAS data to DANA Example Data Installer

George Noel from the FHWA Resource Center commented that it wasn't clear that he needed to separately download and install the appropriate year of TMAS data to be able to run DANA with the Middlesex County example NPMRDS data included in the DANA Example Data Installer. Consider adding only Massachusetts data for one year to the Example Data Installer so that all the data needed to run the example is in one place. However, we are not sure if you need TMAS data from the whole country to make Tier 4 work. If so, it would blow up the size of the Example Data Installer. Run a quick test to see if it would work to just add MA data.
