For process 1, there a small number of cases where multiple TMAS stations measure a single NPMRDS link. This increases the number of records in the final dataset, giving repeated records for a single NPMRDS link. The repeat records have different vehicle type distribution data because they come from two different TMAS stations. We should decide if this is the desired functionality or if it is a bug and we should fix as soon as possible.

I emailed the TMAS data contact on 11-9-22 to see if there is an error in the TMAS data or if the data is good and we need to account for this possibility. After we hear back from him we can decide how to address repeated records.

Billy said on 11-20-24 that this bug was fixed a while back. However, I don't know how to mark it done.
