Unit Tests for Volttron Central Platform

Hello!

It would be useful to have unit tests for VCP to automatically check that the VC platform is running. Recently, we have found that we are able to access the Volttron admin, however when we access the actual volttron central platform url, we are getting a "Not Found" error. To capture this without having to manually check every time VOLTTRON is up and running, this could be automated by incorporating VCP unit tests. We looked into the existing VCP unit tests and they are all from 6 years ago and none of them test to see if the VC platform url is up and running. Is there anyway to update the unit tests so we can catch these issues automatically?
