Forklift: Migrate all datasets to Compaction 2.0 #1211

As a system administrator, I would like all the datasets in the system to go through the same compaction process to reduce system complexity.

AC:

Compaction 2.0 is the default process for all datasets
Table record count metrics are still collected

Tech Notes:

Large datasets should be migrated and partitioned by hand
Most datasets can be migrated automatically
