Make all LakeCat watersheds available as geoparquet files on DMAP

Many users have asked for access to not only off-newtork LakeCat lakes, which we make available as a zip file, but on-network lakes. Making these available as a geoparquet file on DMAP would allow for attribute and spatial querying of watersheds of interest easily through StreamCatTools or HyRiver or other platforms.
