ADR 4. Deployment Framework

The draft of ADR 004. Deployment framework is available for review.

Further research is needed, and I encourage folks to add more options for consideration. One challenge will be discovering the risks and limitations that come using these frameworks to scale and to deploy to production environments.

We might be able to learn about Terraform's limitations here from the Forest Service Cloud Foundation team, which uses Terraform (or so I've been told).
