Description

Task: Skill Tooltips.
Feature: [Visual Skill Cooldowns, Skill Optimisation and Skill Visual Design Improvements] (#325)

Tooltips for hover when mouse over the skills in the skill tree. This was identified from user testing as a vital part of user experience when using skills
