Although it's not carved in stone, I believe that it's generally accepted that Manager should not normally be assigned at Course level. It's a sub-Admin rather than a super-Teacher.

However, Coursework assigns just about everything to the Manager role. This means that a Teacher can't use Coursework.

This seems very odd and requires all these capabilities to be added to the Teacher role.
