create release documentation for QMS storage

As a quality manager, I want to be able to create release documentation

• checks integrity of all frozen data and how they are linked
• reports how many issues have changed - add a field to local data for the release or track the entire state and show non-version changes?
• reports problems and asks whether you want to proceed with a release or exit
• populates documents
  • work out how to iterate through in markdown. Tim's plan:
    • read items
    • duplicate items as required
    • populate items
  • iterate through each item and ouput details in text
  • creates 1:1 tables for each stage rather than a traceability matrix
  • Allow custom templating that uses cognidox
