Make dictauth not require jupyterhub restart #3

Right now the authentication dict is stored in the jupyterhub config file, so any time a user is added/removed/changed we need to restart the hub.

We should just have dictauth store a separate pk file with authentication dict in it, and then jupyterhub_config points to that file.
