I can never figure out how to clearly adjust the teleportation cost and cooldown.

The configuration file feels very confusing. I managed to change the XP cost, but I can't figure out how to set a cooldown, like making the Waystone require a one-minute cooldown after each teleport. It's really frustrating. Could the author provide a clear tutorial?
