Set Up Announcement Routes

Follow Onboarding Conventions and addin the validators and controllors if you can

Set them up as dummy routes (empty or just a console log or some simple return as well so you can test them too) and when the database is set up we'll add in the functionalitys

Add any additional routes missing if you see fit

Routes (Based off Figma Design Needs):

• Create Announcement
• Edit Announcement
• Delete Announcement
• Get Multiple Announcement (like the landing page for announcement)
• Get Individual Announcement details
