Set Debug to False across all Environments #1

When DEBUG=True, servers will run out of memory. This is expected behavior.

Our servers receive traffic from the internet at large thus causing hangs

Set DJANGO ADMINS as me (Alan), Mark, and [email protected]

We may still change this back to True from time to time when tracking down an issue, but during normal operation DEBUG should be False.
