Describe the bug（现象描述）
5.2.2版本，后台启动&后台运行列表中被阻止的应用在一些情况下从强行停止状态中被唤醒。

Steps to reproduce the behavior:（复现步骤）

网络状态改变（如开机、切换飞行模式等）
某些受限应用从强行停止状态中被唤醒（大部分是阿里系）

Version（发现问题的版本）:

OS: Lineage OS 20/Android 13
Version 5.2.2-Xposed

Additional context（其他信息）
旧版本测试没有复现问题
