Let !add behave like !replace as an option

Add a setting to the queue that will make !add behave like !replace and vice versa.
Not that !replace can still be used when the queue is closed,
so both !add and !replace should only be able to be used to add a level when the queue is open and should both be able to replace a level when the queue is closed.
