Verify that the Target Location Error (TLE) category ranges are correct.

The current thresholds are based off of this document from 2009:

From Joint Publication 3-09.3 "Close Air Support" July, 2009 pg. V-4:

It is unknown if these TLE category thresholds are still the same in current practice. Effort must be made to verify the TLE category thresholds and correct them in OpenAthena if necessary
