Investigate the coding of land tenure parcels

Some of the parcels are bundled under Non Freehold, although the specification can be more detailed (e.g.
Level 1 - 101 Non Freehold
Level 2 - 202 Reserve
Level 3 - 304 Conservation reserve
Level 4 - 411 Other conservation reserve

We need to reinvestigate the schema and the details we have in the Info Panel using this:
