Specific videos buffer when viewed in 720p

Steps to reproduce the bug

Most videos load fine but These links and their channels' other videos are showing problems:

Note: The buffering is not limited to these videos but also to the other videos of the channels of the links giveb. Almost most videoes of two channels I have given link buffers.

Expected behavior

Should play video without buffering

And also net speed should be 1 mbps+

Actual behavior

Video buffers when only on 720p. Video plays seamless when resolution is changed to higher (1080p) or lower (480p). It even works on 720p60fps.

Net speed is only around 200 kbps

P.S. I have posted another issue #6424 but this issue is a little different. And the #6424 was resolved. At #6424 only MPEG vids where buffering. However this buffering issue is occuring both in MPEG and Webm videos.
