Adding E-cost on units to fire is a poor balance lever since it's impossible to predict the E-cost when sending your army out to fire. You cannot realistically know the E cost before your units start firing.
Compare this to units with continuous drains such as mobile shield generators, static shield generators, radars etc. These immediately show in your economy.
