Proposal to move the current wiki to https://docsify.js.org

Store this in the repo and use github pages to serve it.

Just wondering if this will happen at some point, because otherwise it might be a good idea to simply use https://github.com/TMF3/TMF/wiki if we're stepping away from https://teamonetactical.com/wiki/doku.php?id=tmf:start, at least as a placeholder.
