Proposal to change the swap fees

As deliberated and agreed to most in Discord, we would like to formally start the process to make changes to the swap fees distribution.

Currently, the swap fees are 0.2 and these will be increased to 0.25% of volume to reduce the impact on validator nodes income. Distribution would then be as follow

33% for BTC LIquidity providers
42% for validators
25% for buy backs
