New paradigm on maps selection

With the introduction of city level, localgroup filtered maps (ie, Baix Llobregat and Baix Montseny by city) the paradigm of selecting the map has changed and maybe a different approach is needed. Now a map is available if a template exists for the combination of a single geofilter which sets the context (ie, LocalGroup: Baix Montseny, Country Spain...) and a subdivision geolevel.

Maybe some discovery api has to be added to know the available map templates.
