Improve Logging for Sufficiency Pipeline

When steps fail in the sufficiency pipeline (e.g. can't find the file), there's no logs to surface the problem in the wider system leaving anyone trying to work out what's happening on staging or production little to go on.

This could simply mean try/catch statements around file opening attempts or similar where the error is controlled and not left to Python to manage.
