Create separate, public repo for Rights Statement for JPCA

@lorawoodford : I think this should be straightforward, but let me know if not. Can you create a separate, public repo for the Rights Statement exports? I think that will likely just need to include Smithsonian/lassb-ead-exporter#11 and Smithsonian/lassb-ead-exporter#16 (since the JPCA staff also use the Content Warnings plugin... but no other EAD export modifications).

Update: turns out it's not straightforward due to the 'include unpublished' bits, but for JPCA all Rights statements will be published, so if we need to take any shortcuts to get this shared by 2024-12-16, that's fine by me! (I also just realized I could put an end date on the task, so I did update it for 2 Mondays from the time of this writing).
