SmartPanel widget schema file still used

The JSON schema files associated with widgets are largely obsolete, and documented as such in the widget README:

<name>_schema.json

<name>_schema.json files are no longer used.

However this isn't true - they are read to extract 'title' by generate_widget_list() in smartpanel/views/smartpanel.py:
