Cargo is a shortcut to a lot of things, allowing you to skip construction and/or research and jump straight to the end product. Because of this, it shouldn't be too easy to purchase something compared to making it yourself.

However, I feel like right now you can skip too much and just order the things you need roundstart. While I think cargo should play an important role, I also think it should only allow you to purchase one or two things that you decide to buy, making you get other things using research.
