It is a wrong locations for *.sql files as it only works with running the play to a vagrant box.
Maybe an unarchive with copy/import will work. See example in the mysql modul...

The repo cache was not updated and did not install the correct version of xabbix server. MariaDB need the /usr/share/doc/zabbix-server-mysql/create.sql.gz for creation of database structure. Thos is a issue on Debian 9
