The track quality for a not greatly perpendicular beams (like CERN PPS) can be set too low when using aligned data. One could think about implementing a track quality that is not influenced by a track angle != 0 (e.g. cone search).
The work around is to just use the track quality set by the prealignment. This gives reasonable quality cuts even on aligned tracks.
