Add Shipments to the API

Shipments are not part of the API. I'm working on a project where having shipments exposed would allow me to update the customer as orders as shipments are created in an ERP system and we just need an automated way of creating the shipment in NopCommerce so that the user is updated with shipping info.

I second the request for adding Shipments to the API. I have my own desktop project that manages orders and shipments and it would be nice to not have to talk directly to the database to manage shipments.
