Deployment sets pullFundsFromVault to false without capability to modify it

If my understanding of the deployment is correct, the pullFundsFromVault variable in the DelayedWithdraw contract defaults to false. To activate this variable, a manager or strategist must first be granted the ability to modify it using the doesRoleHaveCapability function.
