Populate SDK repository

Summary

Transfer the new content of PR SciCatProject/scicat-backend-next#969 to this repository.
The idea is to avoid pollution of the BE repo.

Items to be transferred are:

/.github/openapi/*
/.github/workflows/publish_openapi_client.yaml
/CI/E2E/docker-compose-mongo.yaml
/openapi/python-nextgen/test/*

Naming can be improved and changed as needed
