Followed the guide exactly and the game will not launch

So, I followed the guide step by step and the game just will not launch. When I tried to launch it through the 3ds homebrew launcher app, it keeps saying "No applications found", even though I made the SonicCD folder in the 3ds folder in my SD card and added the data.rsdk file to that SonicCD folder just like the guide instructed. I have also tried launching the game through the icon on my home screen, and that didn't work either. I know I did everything the guide told me to so I don't know what the problem is.
