Sorry for any inconvenience caused. I haven't figured out why this error occurred yet. Here is a sample configuration file I created. You can put this file in the IOPaint-v1 directory, and then directly run win_start.bat to start the service. If you want to change the model, you can find available model names on this page and then modify the model parameter in the configuration file.
