I never used that part of tagger but as far as i can tell the use case for this is, that when a template is placed, all {#} are replaced in the placed template are replaced with a number so that they only reference the entities within the same placed template copy, right?
If so everything seems to work correctly on my end, i.e. the the {#} are replaced with a number when a template is placed, just as it is the case with e.g. the teleport action.
