Around 3% of data observed in Dundee has multiple PatientID (0010,0020) values present within a (0010,0027) "group of patients identification sequence". For Scottish purposes we apparently want the one which is paired with (0010,0021) Issuer of Patient = "CHI_T1".

The other one reported to me was a shorter numerical ID with an issuer of "LPID_T1", presumably something along the lines of "Local Patient ID". There should be one single top level ID, but that doesn't seem to be the case - I'll examine an actual example of this later and see the details.
