Flat spectra occasionally show offset #1

The flat spectra away from the center of the image seem to occasionally show a 2~3 pixel offset. This is especially true of un-centered items.

Examine SEDM-FWHM-sim-flat-2012-09-14.fits for an example.

Here is a spectrum number labeled example. The offsets seem to primarily occur in the right (on-screen) direction on some spectra. http://cl.ly/1v2E1c390J0L

- Printing region file to show canonical spectra position
- Exmaining offsets carefully
- Trying switching entirely to astype(np.int) instead of np.round
	(If this works, really we should use np.round() everywhere...)

Arbitrary offset seems to have been fixed by commit b1668ca
