Remap purl.obolibrary.org CHEBI entries

Some of our CHEBI entries are using a non-preferred link through http://purl.obolibrary.org
These should be remapped to go to the equivalent link through identifiers.org instead.

Is the goal to only remap entries like http://purl.obolibrary.org/obo/CHEBI_15377 to http://identifiers.org/chebi/CHEBI:15377?

And leave alone other http://purl.obolibrary.org/obo entries like http://purl.obolibrary.org/obo/NCIT_C14419? It appears to be possible to remap http://purl.obolibrary.org/obo/NCIT_C14419 to http://identifiers.org/ncit/C14419

For this one, yes.

We may revisit those others later, but if we do it may have strings that go further.
