App image doesn't build within the TRE #19

The Dockerfile needs to be updated to use the TRE package mirror in order to build inside the TRE. Maybe needs a conditional copy of /etc/apt/sources.list (if exists) etc.

Even using the TRE sources I get. Maybe not be easily resolvable

edit: error is from installing ubuntu packages in a debian container. additional package sources need to be added in the nexus_config in the TRE and the apt sources modified appropriately
