Use promiscuous modes of idle 2,4 Ghz and LoRa peers to analyse congestion of network traffic

Notify peers on being temporarily unavailable (millisecs) (usable also for other things)
Put messages on hold on send queues (meanwhile)

Share information among peers, and vote on a choice
Be able to propagate a change of frequency (or other decision) among peers.
Be able to look through frequencies and find peers if lost
