Overclock High and Turbo inconsistency for model 2 #257

According to https://github.com/RPi-Distro/raspi-config/blob/master/raspi-config#L796 the maximum overclock for model 2 is not High, as is seen in the user interface, but via the command line nonint do_overclock it is possible to set Turbo. How to best deal with this inconsistency? Should the command line version not accept Turbo for model 2 or should the user interface also offer Turbo?
