Please allow at least for option to change governor mode outside raspi-config

Standard raspi-config always switches governor mode to ONDEMAND if no key is pressed: https://github.com/RPi-Distro/raspi-config/blob/master/debian/raspi-config.init

This is a challenge, especially for headless systems, those which need other GOVERNOR settings like NTP server, and the ones were one simply isn't fast enough upon reboot.

Thus, please make this at least optional, thank you!
