Project needs to be updated for automatic source control

The verilog-library-barawn repository has a Tcl script set (repo_files.tcl) that automates project maintenance (which files get added/removed) to better allow for projects to be integrated into Git.

Moving to this structure requires users to have the updated Vivado_init.tcl script which allows for per-project setup/teardown (project_init.tcl and project_deinit.tcl).
